Hopee Viet Nam Station adjusts operating requirements, cancels the introduction of NRR to PQR and raises the FHR threshold to 80%

It was reported that the Shopee Vietnamese station announced that, as of 16 June, the operating requirements of the Shopee Mall shop had been adjusted, that the new regulations removed the negative commodity quality rating (NRR) indicator and introduced the negative quality rate (PQR) as a new test, while raising the fast-delivery rate (FHR) compliance threshold to no less than 80 per cent.

Shapee Mall is known for its high-end vendor certification system as the Shopee platform and for its high-quality products and efficient services. The negative commodity quality rating (NRR), which was an important indicator for assessing the quality of sellers ‘ goods, imposed an account restriction of 30 per cent of NRR Zen and at least five negative evaluations in July 2024. The new regulation abolished NRR as from 16 June 2025 and replaced it with a negative quality rate (PQR) as a new test. PQR may focus more precisely on commodity quality issues, such as hypocrisy or non-conformity, aimed at enhancing consumer trust.

The rapid delivery rate is (FHR) the measurement of the seller ‘ s ability to complete the order delivery within the specified time frame. Previously, the FHR had been listed as a key indicator by Hope, but the new regulation had placed it at the threshold. Increasing from the existing level to no less than 80 per cent requires vendors to further accelerate logistics efficiency. This is in line with the previous policy announced by Shopee to incorporate Saturday into the local management vendor performance day, effective 16 June 2025, which reinforced the priority of rapid distribution.

The restructuring of the operating requirements of the Shopee Vietnamese station is closely linked to competition in the electricity market and to the upgrading of consumer demand. Viet Nam ‘ s electricity market has grown rapidly in recent years, and consumer expectations about the quality and speed of distribution of goods have been rising. According to a December 2024 study, quality of services and logistics efficiency are key factors influencing consumer satisfaction. Through the introduction of PQRs, the new regulations aim to reduce the inflow of poor quality commodities to platforms by better screening high-quality vendors. At the same time, raising the FHR threshold reflects the importance that Hopee attaches to rapid distribution, meeting consumer expectations of the same day or the next.

In addition, other recent policy adjustments by Shopee in the Vietnamese market have provided the context for the new regulation. For example, with effect from 1 July 2025, Hopee Viet Nam station will introduce “platform infrastructure fees” to support logistics and platform upgrades. These initiatives indicate that Shopee is enhancing its competitiveness in the Vietnamese electricity market through multidimensional optimization.
